I am looking to build a list with my own watchlist on the names I care about , so I would be interested in the mechanics behind it . With much gratitude .

For the relative strength (RS) leaders, it's usually a much more dynamic list that "ebbs and flows" when we're in a bull market. If we're being honest, this is a bear market right now and that really cuts down the number of stocks that have RS.
To answer your first question: Yes, I define RS by stocks that are outperforming its sector and the S&P.
Basically, I run a few screens -- looking for sector strength and individual strength. It starts with a big list, usually with 100+ names on it. From there, we cut it down. Which stocks are making new highs? which ones are holding up while the market breaks down? Which ones have sector strength behind it AND ARE OUTPERFORMING its sector? (Like XOM, PXD, CVX when energy is strong, or like NVDA, AMD, TSLA when tech is healthy, etc.)
Those are the stocks I like to build lists of, so they become my go-to targets when there are buying opportunities.
